P.H. Phlorange is the creator of the Oceanside lighthouse and the great great-grandfather of Hailey Banks.

He physically resembles Hailey as they both have a chipped tooth and brown hair, but P.H. Phlorange is a little more rounder and he wore suspenders. He is also of French descent.
